Mandatory clothing on the beach meant men wore bathing suits with tops and women wore swimming dresses with black stockings. Coast Guard Leads Investigation Of Tugboat Accident Near Tappan Zee Bridge This story has been updated. The Coast Guard has launched an investigation after a tugboat submerged in the Hudson River near the Tappan Zee Bridge Thursday afternoon. The Potomac tugboat was tied to a construction barge and hit a cable under the Tappan Zee Bridge shortly after noon. Both people aboard the boat escaped safely by the time emergency responders arrived.
