Assembly Speaker Carl Heastie announced a joint effort with Gov. Andrew Cuomo to put money in next year's budget to allow districts to provide for full day kindergarten. The Wall Street Journal looked into Astorino's proposal, which would give a 40-year lease to a private operator to run the airport. Bids are due July 14 and the winning bid must be approved by a supermajority of the Board of Legislators.
