Shelton Man, 23, Charged With Drugging And Sexually Assaulting 15-Year-Old SHELTON, Conn. — A 23-year-old Shelton man was arrested and charged with giving a 15-year-old girl drugs and then sexually assaulting in a baseball dugout, according to police. Police received a complaint in May that Matthew Pelham, 23, had given the girl narcotics and waited until she was under the influence before sexually assaulting with her in the dugout of the baseball field on Howe Avenue, police said.
