Romell Tukes, 24, was arrested on the 1200 block of Crompond Rd. and charged with assault in the first degree, robbery, criminal possession and use of a firearm, Police Chief Eric Johansen said. Police recovered the .38 caliber handgun used in the shooting. State Of Emergency Lifted In Putnam County PUTNAM COUNTY, N.Y. -- County Executive MaryEllen Odell lifted the state of emergency declared for Putnam at 8 a.m. Tuesday morning. Residents are now allowed to travel on roads, but Odell asked people to only use the roads if necessary so highway crews can clean them.
