Ossining Celebrates Milestone In Harbor Square Development OSSINING, N.Y. -- It was an event in Ossining Thursday 10 years in the making. Harbor Square, the $65 million Ginsburg Development Corporation project along the Hudson River that had been in the works since 2005, celebrated its "topping off" with a gathering of elected officials. The event marked the completion of the final floor and roof of the seven-story building.
