Village In Westchester To Lower Maximum Speed Limit Ahead Of New School Year Drivers with a lead foot, beware: a municipality in Westchester will soon be lowering its village-wide speed limit, officials announced.  The village of Pelham announced on Wednesday, Aug. 28 that it would lower the maximum speed limit from 30 miles per hour to 25 miles per hour.  The change will go into effect across the village on Sunday, Sept. 1.  To reflect the change, new signage and increased police enforcement will be put into place, village officials said.
