I get the impression "open facility as being able to sell propane to anybody, not just clients of Spicer. Sort of like a gas station selling gas to anyone.
Blue flag is simply a blue warning sign fastened to the tracks to show that track is occupied. They also install a "D-rail" which prevents cars from leaving that track, i.e. a lockdown device.

was a DEP permit ever filed? it's my understanding an application with the MA DEP is filed, and when approved, a sign with the DEP Permit number posted on the property. This is from the MA DEP web site.

The owner of the G&U continues to "give the finger" to the Town of Grafton. Then again "Going nuclear and burying towns!" isn't a mature comment either. And the lack of communication isn't helping either.
Surprised he hasn't hired security guards and dogs to prevent anyone from going on the property either...
What ever happened to working together ? At least CSX made some concessions and worked issues out with the Town of Westboro when the flanders road transload facility was expanded...

The concern is once propane is released in liquid form, it expands due to the warmer air/ground conditions and becomes gaseous.

One can't compare the propane facility to the transload facility currently in place. The transload facility is for grain/footstuffs that are trucked to Wheatabix in Clinton. Grain/Foodstuffs are not considered dangerous I.E. like propane.
No way would I live near a propane facility, the risks are too great.

FWIW, the propane facility over in Marlboro has security measures in place, along with extensive fencing and warning signs, and that facility is not much bigger than an acre or two, and is in an industrial zoned area. The size of the proposed Grafton facility dwarfs it.
IMHO, the G&U tried to sneak this one under the radar before anyone would notice....

FWIW, I drove by Suburban Propane's facility in Marlboro, MA this morning, and the storage tanks there are considerably smaller than the one's proposed in Grafton. The Marlboro tanks are roughly 30' long by 6' in diameter. Given the fact the tanks in Fall River haven't been used in years, makes one wonder is there a great demand for Propane? Natural Gas is more prevalent.

Looking at all the facts presented, the following issues show up:
The project was kept in secrecy until the last minute, according to the media.
The comments "going nuclear and burying towns" shows a lack of professional communication. Maybe the G&U needs to hire a public relations person instead of forging ahead with the "Damn you all" attitude.
When CSX expanded the Westboro yard, and also expanded the yard in Worcester, they cooperated 100% with the locals, including the fire department and other groups. And the State was involved. None of the "we are a railroad, your rules don't apply, tough!" attitude seen with the CSX work.
I get the impression the G&U has kept the Town of Grafton out of the loop, either on purpose or by mistake.
Considering the same issues and infighting were, and are still being seen with the Town of Upton, one has to assume that when the line is opened (?) to Hopedale and Milford, more infighting and legal wranging will occur.
As the saying goes, there are 2 sides to every story....
